Iowa Senate File 410: Limiting Library Access to Media Based on Assigned Ratings

Iowa Senate File 410 would have required public libraries to adopt policies limiting access to electronic media, videos, or video games by minors under seventeen years of age if the material had been given an "R," "NC-17" or "comparable rating" by the Motion Picture Association of America, the "film advisory board," or the Entertainment Software Ratings Board.

History: Media Coalition opposed the legislation in a letter written to Iowa senators on March 25, arguing that the proposal was likely unconstitutional because government bodies cannot enforce voluntary industry rating systems without violating the First Amendment.
